Brennan has the power of definition over a "Kill List". He presents to the president the names of the state enemies to be killed. Obama usually follows the recommendations of his official and releases the terror suspects to be killed. Read more:

Here extracts from an article of today:

About the anti-terror adviser in the White House John Brennan, nominated by President Barack Obama for the office of CIA director:

He should not be the only one; even so it gradually draws upon the American media and the public, how much influence this official has: He has the power over life and death. It comes from the power of order, which Brennan has over a secret air force of up to 6000 drones. In his office in the basement of the White House Brennan has the power of definition over a "Kill List". He presents to the president the names of the state enemies to be killed. Obama usually follows the recommendations of his official and releases the terror suspects to be killed.

Brennan, in his quality as deputy national security adviser responsible for anti-terror war, is the intellectual architect of the drone war, which was extended since Obama’s assumption of office.

For hundreds of drone attacks Washington of course seeks no approval, but acts according to discretion. As it is known also the Pakistani government was not informed beforehand about the commando action against Usama Bin Laden on the 2nd of May 2011.

That the White House also here grants itself wide powers of discretion is shown by the fact that according to surveys of the "Bureau of Investigative Journalism" in London, as well as Pakistani human rights groups, up to 890 civilians are supposed to have been killed with the more than 310 drone attacks against Al Qaida and the Taliban in Pakistan since the assumption of office of Obama. The total number of death is estimated at 2600 to 3400.

It is estimated that today the fleet of unmanned pieces of flying equipment of CIA and Pentagon consists of 6000 drones

Sarah Holewinski of the "Center for Civilians in Conflict" of the Columbia University in New York summarized the change of strategy in the war against terrorism from George W. Bush to Barack Obama as follows: "We have experienced a change from many ‘boots on the ground’ to a completely secret operation, where not even the American people know what is undertaken in its name for what costs or for what strategic advantage."
